Police mull city-wide ban for Orange's biggest yobbos

August 3, 2023

By Peter Holmes

It’s a policy known as “Bar One Bar All” that - if implemented - would see people who were banned from one venue in Orange banned from every pub and bar in town.

The bans could last up to three years.

According to the most recent Orange City Council papers, chief inspector David Maher from Orange Police explained to council’s Community Safety & Crime Prevention committee on May 22, 2023, the details of the Bar One Bar All strategy were “currently being considered”.

Orange has a Liquor Accord with members including licensees.

According to the council report, if someone was barred from one licensed premises after committing an offence (e.g., an assault), “the rest of the Liquor Accord members can determine that the person is to be barred from all licensed premises for a period of time subject to agreement from the Liquor Accord”.

The barring period can range from three months to three years.

“This strategy aims to act as a deterrent to anti-social behaviour without the need to charge an individual,” the papers stated.

“Prior to becoming enforceable, the mechanics of the system need to be determined, including the appeals process and identification checks.”

The Community Safety & Crime Prevention committee is made up of councillors and council staff, police and community members.

Councillors noted the committee report at Tuesday night’s meeting and will await further recommendations.
